Thoughtful growth that protects the community, lifestyle and neighbourhoods residents value.
- Protect our rural character by maintaining the large lots, green space, trees and open spaces that make East St. Paul unique.
- Responsible development that fits the community, with growth carefully planned around existing neighbourhoods and infrastructure.
- Protect residents from overdevelopment by ensuring new projects respect surrounding homes, roads, drainage, traffic and the existing character of the area.
- Preserve our quality of life by protecting quiet neighbourhoods, safety, and property values.
Priority 02
Responsible Development that Follows Infrastructure Capacity
Plan growth around what East St. Paul's infrastructure can responsibly support, both today and for decades to come.
- Match growth to infrastructure capacity so new development does not outpace roads, drainage, water and sewer systems.
- Require infrastructure planning before major development so residents are not left paying for upgrades that should have been anticipated.
- Protect existing neighbourhoods by ensuring new development fits the surrounding area and does not negatively impact traffic, drainage, privacy or quality of life.
- Plan for the long term by making development decisions based on what East St. Paul can responsibly support today and 10 to 20 years from now.
- Ensure developers pay their fair share of infrastructure costs so that existing residents are not burdened with expenses created by new growth.

Open and Transparent Communication
Residents deserve clear information, accessible Council and a meaningful voice in the decisions that shape East St. Paul.
- Keep residents informed with clear, timely updates on major Council decisions, projects, costs and developments.
- Make Council more accessible by creating more opportunities for residents to ask questions, provide input and speak directly with Council.
- Explain the reasoning behind decisions so residents understand the facts, costs and rationale before important decisions are made.
- Listen before we decide by ensuring meaningful public input is part of the process, not something that happens after decisions have already been made.

Manage our Finances with Thought, Care and Consideration
Responsible budgeting that prioritizes essential services and avoids unnecessary spending.
